Opened in 1947.

It has been renamed in honor of, Millard E. Terrell, a longtime FDR tenant association president who was also the first public housing tenant appointed to the Newark Housing Authority Board of Commissioners, which he was in the mid-70s by then-Mayor Kenneth A. Gibson.
